As established by the Small Business Act, we strive to increase the small business share of prime contracts and small business participation in subcontracting opportunities by counseling and assisting small, small disadvantaged (including 8(a) Business Development (BD) concerns),
women owned small, Historically Underutilized Business Zone (HUBZone), veteran-owned small and service disabled veteran-owned small businesses, identifying and providing small business sources and other methods outlined in this chapter. We are assigned to Federal contracting activities to increase both the dollar value and percentage of total contract awards to small businesses and to enhance overall competition.
We review and analyze proposed acquisitions not set aside or not proposed for competition by the Contracting Officers, to determine if they can be set- aside for one of the categories of small business, or if competition can be enhanced. We also review and investigate bundled acquisitions and make recommendations for strategies that will enhance small business participation for Federal prime contracting opportunities.
